Traffic movement restricted

ITANAGAR, Jul 15:  The Capital Division-B PWD EE has today informed that movement of heavy traffic on a weak culvert at Ch.0.600 Km (Ganga side) on Papu Nallah–Itanagar road via Jully has been restricted due to a partial crack in the culvert.

A partial crack has been developed on the right abutment of the old culvert at Ch.0.600 Km from Ganga side therefore, movement of heavy vehicles of more than 9 tonne has been restricted from July 16th until completion of the repair and rescue work, an official release said adding that the is presently going on in full swing.

 

Orientation-cum-disaster awareness prog held

TEZU, Jul 15:  A day-long orientation-cum-awareness programme on earthquake safety, fire safety, building safety, first aid and search and rescue was organized by the DDMA Lohit here today.

The programme was attended by all the HoDs including EAC M Pertin, representatives from army, BRTF, ZPMs, Panchayat leaders, GBs and NGOs of the district.

While addressing the participants DDMO D Norbu requested the participants to make optimum utilization of knowledge gained from the resource persons during the programme and disseminate the same at their  respective workplace, villagers and at home.

Lauding the DDMA for conducting the awareness programme, Tezu ZPM Haweli Kri further urged the DM Cell to organize similar programmes at village, circle and district level also for better dissemination of such awareness.  

During the programme, Fire Dept OC demonstrated a firsthand drill of fire extinguisher and gave a presentation on fire hazard and fire safety while, ATP Tabom Tamut spoke in detail about building bye laws and disaster safety.

IGG College Associate Professor Dr. Sondip Chakraborty has spoke in length about earthquake and its safety measures. S Tiwari, DTO (Scouts) has demonstrated search and rescue drill, First aid and basic surviving skills during disaster.

DDMA Lohit also distributed pamphlets on fire safety tips, earthquake and flood safety to the participants. (DIPRO)

 

Youths urged to explore new avenues

ITANAGAR, Jul 15:  Indo Global Social Service Society (IGSSS) Youth Coordinator Utpal Pegu has urged the youths to explore new avenues and not to look for only white collar jobs.

He said this while addressing participants during a Nehru Yuvak Kendra Sansthan (NYKS), Itanagar organized World Youth Skill Day at Zero Point here today. Pradhan Mantri Kaushal Vikas Yojana under National Skill Development Corporation (NSDC) was also launched on the occasion.

Speaking about work ethics Pegu further urged the youths not to hesitate in taking up any job and informed about the various skill development options available.

NYKS district coordinator Olom Talom also briefed about the Yojana and NSDC and informed that employment exchange office of 325 district of India will be soon developed as model career centres.

Young Mission Adventure Club chairman Yomjum Yomgam also shared various traits of skill development option available in the state. Over 50 youths participated in the programme.

 

Social service conducted

ITANAGAR, Jul 15: Members of 19- Ward Youth Association (19-WYA) led by its social secretary Tamuk Sonam along with general public conducted a mass social service-cum-  awareness programme  at Oju Colony here today.      

The masks, gloves and other items besides, vehicle used during the cleanliness drive was provided by the residents of the area.

 

J.E. case detected in Upper Subansiri

Daporijo, Jul 15: An 8-year-old boy from Upper Subansiri has been detected with Japanese Encephalitis (JE) at the Arunachal State Hospital, Naharlagun as per State Epidemiologist report.

As per the source tracing done by the team of doctors, the source of the J.E. infection is probably from ducks, as the vicinity of the present residence of the patient at Gensi Colony, Daporijo are full of ducks and large number of vector mosquitoes (C. Tritaeniorhynchcus) were also found.

A Team comprising of Dr. R. Tatan (DMO), Dr. T. Nayam and Dr. B. Nirin also visited Sigi-Gusar headquarter on 12th July where the boy’s parents come from in order to trace out the source of the J.E. infection. Awareness was created on J.E. and other vector borne diseases amongst the villagers, HGB, GB and school teachers.

The Deputy Commissioner, Upper Subansiri has imposed a prohibition on the import of pigs and ducks/ horses, which are the amplifier and carrier of J.E. virus. DIPRO

 

DC urges teachers to stay at place of posting

ITANAGAR, Jul 15:  Kra Daadi DC Habung Donyi has suggested all the teachers and block functionaries to stay at their place of posting and perform their duties with sincerity.

He was addressing a coordination meeting of the education department convened under the chairmanship of DDSE-cum- DPO Biri Son and attended by headmasters, teachers in charge, BEO, BRCC and CRCC at Jamin here on Monday.

The DC further expressed concern over the problem of teacher absenteeism and warned that strict action will be initiated against the absentee teachers.

The DDSE in his address, sought cooperation from respective head masters, teachers incharge and subordinate staff for an improved education system in the district.

RMSA coordinators and all block functionaries also highlighted their grievances in the meeting.  DPC Biri Tach also spoke.

 

Landslide cuts off road, AC demands early restoration

ITANAGAR, Jul 15: Claiming that rainfall triggered landslides have damaged several points and cut off Dari to Chambang, Bokam to Chambang and Old Palin to Resi Rayung road since the last two months, Chambang Panchayat Anchal Chairperson Miching Talang in a release today appealed the concerned authorities to immediately renovate the said roads to restore connectivity.

Talang claimed that disruption of road communication has led to shortage of essential commodities like rice and sugar etc, causing much hardship to the general public, government staff and students. While stating that the department of supply and transport has also stopped air dropping of food items, he further demanded the concerned authorities for early supply of ration items.

 

Teachers’ association apprises Edn. Minister about issues

ITANAGAR, Jul 15:  Members of the Arunachal Teachers’ Association (ATA) led by its president Tarh Yaku called on state Minister of Education Tapang Taloh to discuss various issues concerning the teachers in the state here on Tuesday.   

The ATA team apprised the minister on issues like non-payment of salaries, deteriorating condition of the school infrastructure and inadequate funds. They informed that most of the school buildings constructed during the 1960s and 70s are currently in a deteriorating condition while, many of the schools have been damaged due to natural calamities besides, absence of relief fund from the central government. The amount sanctioned by the state government is also insufficient and does not fulfill requirement, it added and further sought funds from the central government for repair and renovation of school infrastructure for smooth functioning of the schools in the state.

The ATA president also informed the Minister about the problems being faced by the RAMSA teachers due to non-payment of salaries for the last couple of months.

Meanwhile, the CEC ATA has appealed the RAMSA teachers not to go for pen down strike since the problem has been taken up with the authorities for early action.  

 

Ita Pulu football tournament kicks off

Roing, Jul 15: The 6th Naba Ita Pulu Memorial Football Tournament 2015 kick started today at the General ground here amidst much fanfare, with the theme of "Say no to drugs".

A very tough  opening match was played between Cheta Football Club (CFC) and Roing United Football Club ( RUFC), which was won by CFC by a goal (2-1).

Pahi Mili and Satish Mili were the goal scorers of the winning team, while the lone goal of the losing team was scored by Noten Tayeng.

The opening ceremony was very colourful with beautiful cultural performances by school students and cheerleaders. A total of 23 teams are participating this year.

DC Roing Shiv Kumar declared the tournament open. Pigeons were also released as a symbol of peace, by the DC and SP Roing Rajneesh Gupta.

Reportedly, this year this prestigious football tournament of the district received financial assistance of rupees two lakhs from the State Sports Department on initiation of local MLA Mutchu Mithi and the District Football Federation. The tournament is played in memorial of Late Ita Pulu, a towering figure of the Idu-Mishmi society.

The winner of the tournament will take away a cash prize of rupees 50,000, and the runners up will receive rupees 20,000.          

The opening ceremony was also attended by Panchayat members and Head of Departments of various departments. Soccer fans turned up in a huge number.

 

Pinggam sisters win Cosfest-15

ITANAGAR, Jul 15: Junnu Pinggam, a girl from Arunachal Pradesh, has emerged as the winner of the third Cosfest-15 held at Kohima, Nagaland, from July 11 to 12 last.

Junnu, a 16 year old girl is a student of class XII of Don Bosco School, Itanagar. She won the accolades while cosplaying as Seta Sojiro from Rurouin Kenshin.

Meanwhile, Juliana Pinggam, 10, of Gurdian Angel School, Itanagar was the runners up place cosplaying as Zatsune Miku from Vocaloid.

 

Flood water snaps road link, damages dwelling houses

Itanagar, Jul 15: At least five dwelling houses including one OBT building have been damaged by the overflowing water of Pachin river following the heavy rain on July 14 and 15. This was informed by the Ward No.22 councillor Tarh Pacho of IMC in a release today.

The Councillor further informed that flood water also destroyed culvert and washed away a major portion of road in D-sector area, Naharlagun causing disruption in surface communication.

Meanwhile, the Councillor appealed to the State Govt and local MLA to sanction immediate relief fund to the flood water affected victims. The Councillor also demanded release of fund for restoration of flood damaged road.

 

East Siang monitoring committee meet

PASIGHAT, Jul 15: The East Siang district level monitoring committee meeting was held today which was attended by DC East Siang Nidhi Srivastava, ZPC Kaling Dai and other PRI leaders as well as representatives of executing agencies.

While reviewing the ongoing schemes, Nidhi Srivastava exhorted the executing agencies to maintain quality of material and works.

While calling for co-ordination amongst the executing agencies, PRIs and administration, she directed the head of work department to pursue the pending or delayed schemes so that development works are not affected.

 Kaling Dai appealed all to improve the quality of works lamenting on the poor road conditions in some parts of the district. He appealed the concerned department to take care of the drainage of Pasighat market. Due to stagnant water, the bazaar area is very dirty and unhygienic, he said.  

ZPM Mebo Oling Perme appealed for improvement of water supply in Mebo Township. He also wanted flood protection works to be carried out wherever it is necessary and feasible.

Osi Tatak and Namut Taloh, ZPMs (Bosing I & II)  said that  Pasighat- Ledum- Tene (PLT) road is the life line of the area. They appealed to keep it through till R.C.C Bridge over Poklek River is constructed.

Kenyom Dabi, ZPM Nari said that the Pasighat-Ledum-Tene road link huge area and population of the district. He appealed the departments to pursue the matter for its proper maintenance. DIPRO

 

BSNL should improve: Org

ITANAGAR, Jul 15: Abo Tani Clan Organisation (ATCO) has appealed to the BSNL authority of the state to improve it services. The organizations said that BSNL is plagued with network failure inconveniencing the customers while adding that other service providers do not seem to be facing the same problem. “A more responsible approach from the part of the concerned authority can better the pathetic situation to a great extent” said a statement.

Arunachal Govt presents deficit budget

Major thrust on skill development, health and education sectors

Itanagar, Jul 15: Chief Minister Nabam Tuki today presented a deficit budget for  the financial year 2015-16, with total revenue pegged at Rs 12,533.62 crore.

The government in its annual budget has given more thrust on employment generation through skill development, health and education sectors.

The budget estimate shows a receipt of Rs 12,533.62 crore under the Consolidated Fund of the state of which Rs 11,635.68 crore is on the Revenue Account and Rs 897.94 crore in the Capital Account.

The total expenditure from the Consolidated Fund under Non-Plan is estimated at Rs 5,980.06 crore of which Rs 5,590.64 crore is on the Revenue Account and Rs 389.42 crore on the Capital Account.

The expenditure under Plan is estimated at Rs 6,583.15 crore of which Rs 3,712.09 crore in on the Revenue Account and Rs 2,871.06 on the Capital Account.

Tuki, who also holds the finance portfolio, said in his budget speech that he proposed a tentative allocation of Rs 1941.19 crore in the social sector which is 20 per cent more than last year's allocation.

"I propose to keep a provision of Rs 778.25 crore for education (34 per cent more than last year), Rs 346.18 crore for health (22 per cent increase) and Rs 279.38 for water supply, an increase of 41 per cent over last year’s allocation," the chief minister said.

The Budget also proposed an allocation of Rs 1,055.82 crore on infrastructure sector which is an increase of 23 per cent over 2014-15 allocation.

For agriculture and allied sectors including water resources, Rs 630.57 crore has been proposed, which is 20 per cent increase over last year, he said.

The state government in March presented a Vote on Account for four months due to non-finalisation of detailed Demands of Grants due to changes in funding pattern of central schemes and transition period of replacement of Planning Commission by the Niti Aayog.

"The debt-GSDP ratio during the current fiscal is 23.88 per cent, which is below the prescribed norm of 25 per cent," Tuki said adding, the net borrowing ceiling for the current financial year for Arunachal had been set at Rs 533 crore by the Centre which is 3 per cent of the GSDP. Saying that the Budget proposed to keep the Gross Fiscal Deficit-GSDP ratio at less than 3 per cent, Tuki said the Gross Fiscal Deficit of the Budget estimate is 2.90 per cent of GSDP which would primarily be through market borrowing from RBI.  

He said, the government proposed to make a budget provision of Rs 200 crore for uploading of the National Pension Scheme contribution, which would cover a legacy period from January 2008 to December 2014.

The chief minister said an ambitious target of 30,000 job creation was kept for this year including self-employment generation towards fulfillment of the target of one lakh employment by the end of 12th Five Year Plan.

"It is proposed to ensure compulsory self-employment of at least one member in each family and respective DCs will identify such families. For effective implementation of this programme, a Cabinet Committee on Employment Generation has been proposed," he said.

On the health sector, he said the government proposed to start low cost generic drug store in all districts in convergence with the Centre's Jan Aushadhi scheme for this year. While Rs 10 crore has been proposed for procurement of medicines, another Rs 2 crore would be there for procurement of machineries and equipment for five general hospitals and 12 district hospitals.

An amount of Rs 30 crore has been proposed for effective implementation of the Chief Minister's Universal Health Insurance Scheme besides increasing in health cover from existing Rs 2 lakh to Rs 3 lakh under the scheme.

Tuki said under education sector, Rs 50 crore has been earmarked as the state's matching share against central schemes like SSA, Mid Day Meal and RUSA, besides Rs 25 crore for repair of hostels and teachers' quarters, Rs 5 crore for school furniture and 20 crore against stipends.

An amount of Rs 12.70 crore has been earmarked for VIDYA, a flagship programme of the state to encourage girl child education, with a proposal for enhancing the amount to Rs 10,000 for each girl.

"The tentative physical target for constructing 19,200 individual household latrine (IHHL), 300 sanitary complex and 300 solid waste management schemes, I propose to provide Rs 17.66 crore at the rate of Rs 9200 per household in addition to central share of Rs 10800 as cost of IHHL and implement the scheme as Swatch Arunachal Mission," he said.

He said an amount of Rs 15 crore was proposed for rubber cultivation along with Rs 5 crore for tea cultivation.

"For effective implementation of projects in infrastructure sector, I propose to constitute a Cabinet Committee on Infrastructure (CCI) that will finalise the Action Plan and monitor progress," he said. PTI

 

 

Landslide claims three in Seppa, district cut off from rest of the world

SEPPA, Jul 15:   At least three persons including one minor have reportedly been killed due to heavy rain triggered landslide at Type-III government residential area near Revival Church Seppa in East Kameng district. Deceased were identified as Sushil Kumar Das (35), a VKV School Van driver, his wife Rupa Das (30) and three-year-old son Ayan Das, police said.  Police source further informed that incident occurred around 2.45 AM when victims were probably sleeping.

After receiving the information, Central Reserve Police Force (CRPF), and police personnel led by DSP Bomge Kamdak and Fire Brigade swung into action to retrieve the buried bodies. However, the paramilitary forces and police personnel team had to battle for hours to pull out the bodies from mud and rubble.  Sources said that the relief team had to break two walls to pull out the buried bodies.

An excavator was also pressed into service to clear the debris. The heavy downpour has reportedly created havoc in Seppa town.  Many houses are affected by erosion and inundation mainly near Pagia streams, New Seppa, Ane Donyi Colony, Type-1, ALC Line and Type-IV residential areas, official source said. The worst affected area was Boso Colony as Kochi stream flowed above danger level damaging six dwelling houses.

The portions of boundary wall at JNV Seppa and Government Secondary School New-Seppa have reportedly caved in.

Twenty five meters of Pacha Hydel canal was washed away as well as canal of Pakoti Micro Hydel by heavy rainfall triggered flood. It is said that due to swelling canals, many houses were damaged. The authority had to shut down the hydel till the complete restoration.

Sources from Seppa informed that numbers of landslides occurred at outskirts of Seppa town  snapping roads and culverts near Wessang making impassable even for bikes. Now the entire district is cut off from the rest of world. However, the district administration has initiated for restoration work.

Meanwhile, East Kameng Social Welfare Culture Organisation (EKSWCO) has deeply mourned the tragic death of three persons in landslide hit  Seppa. In a condolence message EKSWCO Chairman Khya Safar Pao said that entire district is shocked to know the tragic incident.

 

Govt announces ex-gratia  

Meanwhile, the Chief Minister Nabam Tuki has expressed shock and grief over the reported death of three persons of a family. He has directed the concerned department to release ex-gratia compensation of Rs 4 lakhs each to the deceased as per relief norms for deaths caused due to natural calamities.

“Unpredictable rains, which are far beyond human control, can cause extreme damages. We need to remain vigilant and strictly adhere to precautionary measures, most importantly avoid constructing houses in vulnerable areas,” the Chief Minister said.

He further called upon all district administrations to create awareness on safety and precautionary measures amongst the citizens, especially those residing in vulnerable colonies and areas. He also directed the administration to monitor the situation and remain alert for immediate action in case of any emergency.

 

 

SBI’s link failure hit students the worse

ITANAGAR, Jul 15: In this time of peak admission season, the constant link failure in the various banks of Arunachal is giving tough time to everyone. Especially the customers of State Bank of India (SBI) are feeling harassed  due to frequent link failure and unfriendly attitude of its staff.

“This is crucial time for school as well as college admissions. These days admission fees are usually paid through demand draft. Unfortunately regular link failures at SBI make life miserable for us,” shared a SBI customer.  Further he alleged that staffs are non-cooperative and at times arrogant too. “We understand the technical problem and try our best to cooperate with bank staff. But sadly staffs of SBI do not reciprocate same gesture. The rude behavior along with constant link failure really frustrates us,” he added.

Often in the past too, the allegation of poor service and rude behavior against SBI officials have been leveled by the customers. Despite so many complaints, the premier banking institution of country does not seem to have learnt any lesson and continue to treat its customer differently.  

 

 

Flood ravages Seijosa again

ITANAGAR, Jul 15: People of Seijosa town woke up to a nightmarish morning as the Pakke river was flowing above the danger level and flood waters gushed into most of the residence and office buildings.

The flooding was aggravated with half of the shutters of an irrigation project of neighbouring Assam near this town remaining closed. The situation turned to such a grave extent that the people had to be asked to shift to safer places for safety of their lives.

The ravaging rains left the town immobilised with road blockages at around 20 places. The roads could not be cleared till the filing of this report even as the two excavators continue to clear the landslides. Large portions of the roads, bridges and culverts have been breached upon and immediate restoration works need to be undertaken.

The water supply system of the whole town has been washed out at numerous places and the citizens are using rainwater for the daily chores as the water from the river and streams are too muddy to be used.

Electric poles have been completely damaged and the electric supply has been affected. However no losses of life and properties have been reported so far.

The Administration led by Additional Deputy Commissioner Seijosa TR Tapu extended its appreciation to 3rd IRBN for turning up in times of crisis be it floods or forest fire.

With dark clouds looming over the region the citizens are praying for the rains to go easy as rain for even 1-2 hours could bring much devastation to the life and properties already living on a thin edge, Tapu added.

 

 

Heavy load shedding in Capital as rain create havoc

ITANAGAR, Jul 15: Power supply to Capital complex and its adjoining areas is badly affected as the tower near Central Jail, Jollang of 132 kV Single Circuit Line from Lekhi, Naharlagun to Itanagar has been completely washed away due to continuous heavy rain on July 15.

The power supply to whole Itanagar including its adjacent areas feeds through 132 kV line, informed Executive Engineer, Capital Power Division.

The restoration work may take more than 25 days since new tower has to be erected.

The Capital Electrical Division is putting all out efforts to provide minimum required power supply to Itanagar but said that 33 KV feeder from PGCIL, Nirjuli is only 5 MW against peak demand of 18 MW.

A requisition has been placed to the General Manager (A/M), PGCIL, Shillong to provide Emergency Restoration System (ERS) which they have agreed to support subject to site feasibility. The Executive Engineer said that temporary restoration will take few more days as the department is  trying to enhance power allocation from PGCIL, Nirjuli in order to minimize the frequency and length of load shedding.

 

 

Review cum Sickle Cell Disease surveillance workshop at Anjaw

ITANAGAR, Jul 15: District level review meeting on Vector Borne Disease control programme was held on July 13 at Hayuliang.

The District programme officer Dr S. Tayang spoke about the problems faced in implementation of the programme activities and also presented performance indicators which considerably has improved in the last few years with raise in Annual Blood Examination Rate (ABER) and corresponding decline in Annual Parasitic Incidence (API).

The District programme Officer (NVBDCP) said that Sickle Cell Disease shortens the life span of RBC as much as to 20 days instead of usual 120 days which has high prevalence in tribal belts in India due to socio cultural practices. Therefore controlling these highly life shortening diseases require mapping of vulnerable population at District and State level in order to frame control and intervention measures, he said.  He also demonstrated simple mobile field diagnostic test  called Solubility test for identification of Sickle Cell Disease which will be conducted at all schools as per directives of the govt of Arunachal Pradesh Social Justice Empowerment for Tribal Affairs Ministry.

The District medical officer Dr T. Taloh lauded the field workers for their contribution and encouraged them to carry out the programme with same zeal and enthusiasm in the days to come. He called for early diagnosis and treatment of other vector borne disease like Dengue and Japanese Encephalitis.

Yaka Koj, District consultant briefed the gathering on various activities undertaken by the District Vector control society for control and prevention of the disease as on date as per NVBDCP guidelines.

Speaking on the occasion Abray Manyu ZPM expressed satisfaction at the distribution of Long Lasting Impregnated Nets (LLIN) targeting specific village. He opined that LLIN distribution should be made universal in all endemic areas.

Dr T. Ete, Acting Additional Deputy Commissioner stated such reviews within the medical fraternity and service providers gives us an opportunity for self-introspection of our achievements and failures.

 

 

CoSAAP, Org denounce attack on APP officers, demand enquiry

ITANAGAR, Jul 15: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) urged the Home Department and Namsai District Administration to book all the culprits involved in the assault of two officers of the Arunachal Pradesh Police in presence of Officer in Charge at Namsai Police Station on 12th July and award them with exemplary punishment so that such ugly incidents do not reoccur.

It further called on the Home Department to constitute a Magisterial Enquiry Committee to unearth the truth of such inhuman physical assault of public servant on duty, it added.

Assault on uniformed personnel in the police station itself is a big slap on the Home Department and entire State Govt employees as well as OC of that Police Station, the CoSAAP said.

When there is no security for the law enforcing authorities, what would be the faith of common people, it asked as it  called on the society to ponder upon to effect change in the mindset of the younger generations for a crime free society.

The law enforcing authorities and public servants should also read the pulse of the citizen for whom they are entrusted and should avoid confrontations, it added.

Strongly condemning the incident involving the alleged physical assault on SIs Michi Yanya and Radha Soki of Namsai Police Station, the Apatani Students Union (ASU) today appealed the concerned authority to book all the alleged culprits involved and award them exemplary punishment as per the law of the land.   

The incident could have been prevented if the Namsai Police Station OC had acted on time, the Union said and further questioned the role of OC, who was present at the time of the incident and whose intervention could have averted the whole incident, Union said and further appealed all not to communalize the issue.

It also demanded the authorities to transfer the case to Itanagar women police station to ensure speedy justice to the victims.

 

 

SDR fund meant for specific purpose to restore flood damages: CM

ITANAGAR, Jul 15: Chief Minister Nabam Tuki today informed the Legislative Assembly that the State Disaster Relief Fund (SDRF) is not provided on constituency-wise, it is meant for specific purpose  to  carry out flood damage restoration works. The FDR fund is being released according to need-based schemes and demand placed by the authorities concerned, he added.

Responding to a supplementary from Congress MLA Lombo Tayeng demanding equal distribution of FDR fund to the districts, Tuki, however, assured to rationalize the fund distribution. Equitable distribution of state resources is the top most priority of the government, he said.

Chief Minister also clarified that Papum Pare district had received maximum funds because of the conditions of the capital roads which turned from bad to worse in the devastating flood triggered by incessant rain recently. Maximum fund has been utilized in restoration of roads in Capital area in  Papum Pare district, he added.

While responding to another supplementary from BJP member Dr Mohesh Chai, the minister informed the house that funds were allocated to various departments to undertake restoration works under NDRF scheme in Lohit district.  Admitting that Lohit is a flood-prone district, the Chief Minister said “ I know it is a flood prone area. Therefore, some schemes have been taken up under NDRF by various departments for flood restoration works.” Tuki, however, assured  that the  district  will also be provided fund under SDRF for restoration of flood damages.

Earlier, Chai said that Lohit district is badly affected by flood, but the district did not receive  flood damage restoration  fund during 2014-15.

RGGVY  scheme: Altogether 2090 un-electrified villages are being covered under RGGVY scheme in Arunachal Pradesh, said Power Minister Tanga Byaling today.

Responding to the star question of MLA Japu Deru, the minister informed the Legislative Assembly that an amount of Rs 915.66 crore has been received under RGGVY scheme as on June 24, 2015 and an amount of Rs 890.14 crore  has been released to PIUs under the scheme.

Responding to a supplementary question of MLA Wangki Lowang, the minister informed that Central Govt has launched an ambitious project to provide electricity to every village in the country. The state Govt also decided to provide solar power in remote areas where the electricity under Deen Dayal Upadhyaya Gram Jyoti Yojana is not feasible. Proposal has been taken up to provide to prove solar street light in the major towns in a phase-manner, he added.

 

 

BJP seeks release of Panchayat money, questions state Govt

ITANAGAR, Jul 15: Congress government in the state is not even in a position to release the funds for the incentive under the National Plan for Technical Assistance (NPTA), a sub-component of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA), as per RTI revelation, alleged Bharatiya Janata Party, Arunachal Pradesh.

The BJP stated that the Centre released funds for Lower Subansiri Zilla Parishad @ Rs. 30 lakhs, Hija Anchal Samity, Lower Subansiri @ Rs 20 Lakhs, IV – Upper Balijan Anchal Samity, Papumpare @ Rs. 20 Lakhs, 24-Kakoi Gram Panchayat, Papumpare @ Rs. 5 Lakhs, Kimin – 1 HQ Gram Panchayat, Papumpare Dist@ 5 Lakhs and 11-Ganga Bath Gram Panchayat, Papumpare @ Rs. 5 Lakhs under RGPSA during the year 2014-2015.

It said that these Pancyahat segments had been recognized by President Pranab Mukherjee with awards on May 2015 but the state government have not released the money meant for the awardees.

The BJP demanded immediate and early release of Award amount under RGPSA 2014 – 2015 to the awardees at the earliest.

The BJP has accused the state government of indulging in rampant corruption, nepotism, favoritism and mismanagement of the central funds by failing to release funds earmarked.

 

 

CRPF’s civic action programme reach Kurung Kumey

Koloriang, Jul 15: Under its Civic Action Programme, the CRPF 138 Bn in collaboration with Kurung-Kumey District Administration distributed solar lamps to 25 people at Koloriang today.

Speaking on the occasion Taptdo Borang, Additional Deputy Commissioner appreciated the innovative ideas of CRPF 138 Bn for organizing such people friendly programmes in the remote border district of the state.

Emphasizing on the need for better coordination amongst the stakeholders in taking the country forward, the Additional Deputy Commissioner asked all concern to accept the Central Paramilitary Forces deployed in maintaining law & order problem as partners in development.

Recalling the yeomen contribution made by CRPFs in the development of Arunachal Pradesh since NEFA days, Borang asked the local people to extend all possible helps to Central Paramilitary forces serving in this border District to protect and defend our motherland.

Attending the programme, Ram Krishan, Commandant CRPF 138 Bn, assured to organize such programmes in the days ahead. He thanked the District Administration for extending support and cooperation in organizing the Civic Action Programme.  

Last year an ECG Machine was donated to Community Health Centre, Koloriang under the same Civic Action Programme.

Make police check gates more effective

The big question mark over effectiveness of police check gates across the state is a major cause of concern for the people of Arunachal Pradesh. Most of these check gates are gateway to enter state and have an important role to play in shaping the future of state. The most significant task they play is to ensure proper checking of ILP, which to a greater extent helps to ensure that no criminals manages to easily enter state. Therefore it is very important for the Arunachal that police check gates functions properly.

However on their part government in particularly home department has not given proper attention towards the condition of check gates and to the plight of the police personnel manning it. Today, All Nyishi Youth Association raised an important point in this regard and cited example of unfortunate situation at Gumto check gate under Papum Pare district. ANYA alleged that police personnel posted at Gumto are facing accommodation problem and they have not been provided vehicle for emergency duty. ANYA may have just given example of Gumto but it is widely assumed that situation is similar across the state. Home department definitely needs to carry out proper survey in this regard and try to fix the problem at the earliest. The effective functioning of police check gates will make state safe and aid in the faster development of Arunachal.

Genuine card holders are deprived

Dear Editor,

The problem of shortage of gas cylinder in Likabali looks scandalous. A genuine card holder is never getting cylinders in stipulated time whereas many easily get through black marketing.

Also the artificial quota they fix for issuing cylinder is sugbterfuge with illegal practices: everyone will not need cylinder at a time- need some probing by authorities/leaders.

As per records (0nline) last year though my family managed to get seven cylinders: only two were listed as subsidised. This is not the lone case. The issue is crystal even to the eyes of most amateurs. Why the concerned authorities are silent is a big question.

Gas Cylinders were linked with bank accounts to make the system transparent. Shortage no longer should exist by now, theoretically. But it has made it more difficult; with the authorities claiming breakdown of machinery frequently. So, they never issue cash memo and other details.

The concerned authority must wake up from slumber and carry a strong drive to end black marketing. Moreover use of normal cooking gas cylinders in hostels and restaurants must be dealt with an iron hand. They should also do some research/investigation on availability of cylinders vis-a-vis the number of card holders. Cards should be verified to pick out the bogus ones.

Authorities should act before it reaches a breakeven point. Otherwise, if we would be forced to take some measures, legal or otherwise which would juxtaposed authorities to severe questioning on many other issues as well.

Therefore the authorities of Likabali should address the problem at the earliest and provide much needed respite to the people.

Teachers with fake degrees

Dear Editor,

Through the column of your esteem daily, I want to inform the Department of Elementary Education that many in the Seniority list of Assistant Teachers (A) to be promoted as Junior Teachers have obtained B.ED degree from universities which are not recognised.

They fraudulently obtained the B.ed certificate after paying exorbitant amount. It is obviously known to everyone that the CMJ University, Shillong has been declared as fake university by UGC.

Apart from that, the B.Ed degree certificate obtained from MGK Vidyapith, Varanasi, Pacific University, Udaipur, CC Singh UNiversity, Meerut, Gorakhpur University are totally fake because these universities have not been recognised by Distance Education Council (DEC)which is the statutory body to regulate the distance education programme in the country. Moreover, those universities have only 100 B.ED seats permitted by NCTE every year, thereby it is not feasible on the part of Arunachalees to pursue B.ED course from the same universities. Department of Elementary Education must check the background of all teachers before they are promoted.

The department must check the records of those universities whether they are entitled to give B.ED degree so as to avoid future complicacy or litigation

Through the medium of your esteemed daily, I do offer my praises and commendation to Vijay Taram of Tebo village, Pasighat for his open letter to one of the most experienced leaders and our beloved HCM in relation to the deplorable road conditions of the twin city of Naharlagun-Itanagar which was published on July 6 issue of your daily. Indeed it was a readable and a meaningful letter.

Also, I want to offer my praise and appreciation to the leaders of AAPSU for attaining maturity by appraising the Chief minister  on poor CBSE Result of 2015. The news was published on July 8 of Arunachal Times.  For the first time, the AAPSU leaders have acted as the real leaders of students’ community and raised relevant and genuine issue of schools and students problems. Over the years, the AAPSU leaders were acting like the leaders of people comparable to the MLAs and MPs by raising big political issues.

Barapani is not in some remote district

Dear Editor,

Through the column of your esteemed daily, I would like to question the indifference in attitude of the power department Naharlagun in resolving the problem of power cut which has paused the daily requirements of the people of Barapani, Naharlagun. It has been almost a week that the people here are living in darkness but the attitude of the concern department remains unjust and neglecting. Disruption in power supply also affects the water supply as we rely on motors for water supply. It seems that Barapani is not in Naharlagun but somewhere in the jungle of some remote district.

Therefore, here I would like to appeal the department concern to restore the power supply at the earliest for the convenience and better cooperation of the people.
