Youths urged to explore new avenues
ITANAGAR, Jul 15: Indo Global Social Service Society (IGSSS) Youth Coordinator Utpal Pegu has urged the youths to explore new avenues and not to look for only white collar jobs.

Landslide cuts off road, AC demands early restoration
ITANAGAR, Jul 15: Claiming that rainfall triggered landslides have damaged several points and cut off Dari to Chambang, Bokam to Chambang and Old Palin to Resi Rayung road since the last two months, Chambang Panchayat Anchal Chairperson Miching Talang in a release today appealed the concerned authorities to immediately renovate the said roads to restore connectivity.

Flood water snaps road link, damages dwelling houses

The budget estimate shows a receipt of Rs 12,533.62 crore under the Consolidated Fund of the state of which Rs 11,635.68 crore is on the Revenue Account and Rs 897.94 crore in the Capital Account.

Tuki, who also holds the finance portfolio, said in his budget speech that he proposed a tentative allocation of Rs 1941.19 crore in the social sector which is 20 per cent more than last year's allocation.
"I propose to keep a provision of Rs 778.25 crore for education (34 per cent more than last year), Rs 346.18 crore for health (22 per cent increase) and Rs 279.38 for water supply, an increase of 41 per cent over last year’s allocation," the chief minister said.

On the health sector, he said the government proposed to start low cost generic drug store in all districts in convergence with the Centre's Jan Aushadhi scheme for this year. While Rs 10 crore has been proposed for procurement of medicines, another Rs 2 crore would be there for procurement of machineries and equipment for five general hospitals and 12 district hospitals.
An amount of Rs 30 crore has been proposed for effective implementation of the Chief Minister's Universal Health Insurance Scheme besides increasing in health cover from existing Rs 2 lakh to Rs 3 lakh under the scheme.
Tuki said under education sector, Rs 50 crore has been earmarked as the state's matching share against central schemes like SSA, Mid Day Meal and RUSA, besides Rs 25 crore for repair of hostels and teachers' quarters, Rs 5 crore for school furniture and 20 crore against stipends.
An amount of Rs 12.70 crore has been earmarked for VIDYA, a flagship programme of the state to encourage girl child education, with a proposal for enhancing the amount to Rs 10,000 for each girl.
"The tentative physical target for constructing 19,200 individual household latrine (IHHL), 300 sanitary complex and 300 solid waste management schemes, I propose to provide Rs 17.66 crore at the rate of Rs 9200 per household in addition to central share of Rs 10800 as cost of IHHL and implement the scheme as Swatch Arunachal Mission," he said.
He said an amount of Rs 15 crore was proposed for rubber cultivation along with Rs 5 crore for tea cultivation.

ITANAGAR, Jul 15: People of Seijosa town woke up to a nightmarish morning as the Pakke river was flowing above the danger level and flood waters gushed into most of the residence and office buildings.
The flooding was aggravated with half of the shutters of an irrigation project of neighbouring Assam near this town remaining closed. The situation turned to such a grave extent that the people had to be asked to shift to safer places for safety of their lives.
The ravaging rains left the town immobilised with road blockages at around 20 places. The roads could not be cleared till the filing of this report even as the two excavators continue to clear the landslides. Large portions of the roads, bridges and culverts have been breached upon and immediate restoration works need to be undertaken.
The water supply system of the whole town has been washed out at numerous places and the citizens are using rainwater for the daily chores as the water from the river and streams are too muddy to be used.
Electric poles have been completely damaged and the electric supply has been affected. However no losses of life and properties have been reported so far.

Heavy load shedding in Capital as rain create havoc
ITANAGAR, Jul 15: Power supply to Capital complex and its adjoining areas is badly affected as the tower near Central Jail, Jollang of 132 kV Single Circuit Line from Lekhi, Naharlagun to Itanagar has been completely washed away due to continuous heavy rain on July 15.
The power supply to whole Itanagar including its adjacent areas feeds through 132 kV line, informed Executive Engineer, Capital Power Division.
The restoration work may take more than 25 days since new tower has to be erected.
The Capital Electrical Division is putting all out efforts to provide minimum required power supply to Itanagar but said that 33 KV feeder from PGCIL, Nirjuli is only 5 MW against peak demand of 18 MW.
A requisition has been placed to the General Manager (A/M), PGCIL, Shillong to provide Emergency Restoration System (ERS) which they have agreed to support subject to site feasibility. The Executive Engineer said that temporary restoration will take few more days as the department is trying to enhance power allocation from PGCIL, Nirjuli in order to minimize the frequency and length of load shedding.
Review cum Sickle Cell Disease surveillance workshop at Anjaw
ITANAGAR, Jul 15: District level review meeting on Vector Borne Disease control programme was held on July 13 at Hayuliang.
The District programme officer Dr S. Tayang spoke about the problems faced in implementation of the programme activities and also presented performance indicators which considerably has improved in the last few years with raise in Annual Blood Examination Rate (ABER) and corresponding decline in Annual Parasitic Incidence (API).
The District programme Officer (NVBDCP) said that Sickle Cell Disease shortens the life span of RBC as much as to 20 days instead of usual 120 days which has high prevalence in tribal belts in India due to socio cultural practices. Therefore controlling these highly life shortening diseases require mapping of vulnerable population at District and State level in order to frame control and intervention measures, he said. He also demonstrated simple mobile field diagnostic test called Solubility test for identification of Sickle Cell Disease which will be conducted at all schools as per directives of the govt of Arunachal Pradesh Social Justice Empowerment for Tribal Affairs Ministry.
The District medical officer Dr T. Taloh lauded the field workers for their contribution and encouraged them to carry out the programme with same zeal and enthusiasm in the days to come. He called for early diagnosis and treatment of other vector borne disease like Dengue and Japanese Encephalitis.
Yaka Koj, District consultant briefed the gathering on various activities undertaken by the District Vector control society for control and prevention of the disease as on date as per NVBDCP guidelines.

ITANAGAR, Jul 15: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) urged the Home Department and Namsai District Administration to book all the culprits involved in the assault of two officers of the Arunachal Pradesh Police in presence of Officer in Charge at Namsai Police Station on 12th July and award them with exemplary punishment so that such ugly incidents do not reoccur.
It further called on the Home Department to constitute a Magisterial Enquiry Committee to unearth the truth of such inhuman physical assault of public servant on duty, it added.
Assault on uniformed personnel in the police station itself is a big slap on the Home Department and entire State Govt employees as well as OC of that Police Station, the CoSAAP said.

Make police check gates more effective
The big question mark over effectiveness of police check gates across the state is a major cause of concern for the people of Arunachal Pradesh. Most of these check gates are gateway to enter state and have an important role to play in shaping the future of state. The most significant task they play is to ensure proper checking of ILP, which to a greater extent helps to ensure that no criminals manages to easily enter state. Therefore it is very important for the Arunachal that police check gates functions properly.
However on their part government in particularly home department has not given proper attention towards the condition of check gates and to the plight of the police personnel manning it. Today, All Nyishi Youth Association raised an important point in this regard and cited example of unfortunate situation at Gumto check gate under Papum Pare district. ANYA alleged that police personnel posted at Gumto are facing accommodation problem and they have not been provided vehicle for emergency duty. ANYA may have just given example of Gumto but it is widely assumed that situation is similar across the state. Home department definitely needs to carry out proper survey in this regard and try to fix the problem at the earliest. The effective functioning of police check gates will make state safe and aid in the faster development of Arunachal.

The problem of shortage of gas cylinder in Likabali looks scandalous. A genuine card holder is never getting cylinders in stipulated time whereas many easily get through black marketing.
Also the artificial quota they fix for issuing cylinder is sugbterfuge with illegal
practices: everyone will not need cylinder at a time-
As per records (0nline) last year though my family managed to get seven cylinders: only two were listed as subsidised. This is not the lone case. The issue is crystal even to the eyes of most amateurs. Why the concerned authorities are silent is a big question.
Gas Cylinders were linked with bank accounts to make the system transparent. Shortage no longer should exist by now, theoretically. But it has made it more difficult; with the authorities claiming breakdown of machinery frequently. So, they never issue cash memo and other details.
The concerned authority must wake up from slumber and carry a strong drive to end
black marketing. Moreover use of normal cooking gas cylinders in hostels and restaurants
must be dealt with an iron hand. They should also do some research/investigation
on availability of cylinders vis-
Authorities should act before it reaches a breakeven point. Otherwise, if we would be forced to take some measures, legal or otherwise which would juxtaposed authorities to severe questioning on many other issues as well.
Therefore the authorities of Likabali should address the problem at the earliest and provide much needed respite to the people.

This is regarding assault on the two Sub Inspectors while on duty.
The Officer in Charge in whose presence this happened has this important duty and responsibility to see that the justice prevails. The police force should provide whatever help he requires to make sure that the case gets resolved soon.

Teachers with fake degrees
Dear Editor,
Through the column of your esteem daily, I want to inform the Department of Elementary Education that many in the Seniority list of Assistant Teachers (A) to be promoted as Junior Teachers have obtained B.ED degree from universities which are not recognised.
They fraudulently obtained the B.ed certificate after paying exorbitant amount. It is obviously known to everyone that the CMJ University, Shillong has been declared as fake university by UGC.
Apart from that, the B.Ed degree certificate obtained from MGK Vidyapith, Varanasi, Pacific University, Udaipur, CC Singh UNiversity, Meerut, Gorakhpur University are totally fake because these universities have not been recognised by Distance Education Council (DEC)which is the statutory body to regulate the distance education programme in the country. Moreover, those universities have only 100 B.ED seats permitted by NCTE every year, thereby it is not feasible on the part of Arunachalees to pursue B.ED course from the same universities. Department of Elementary Education must check the background of all teachers before they are promoted.
The department must check the records of those universities whether they are entitled to give B.ED degree so as to avoid future complicacy or litigation

Also, I want to offer my praise and appreciation to the leaders of AAPSU for attaining maturity by appraising the Chief minister on poor CBSE Result of 2015. The news was published on July 8 of Arunachal Times. For the first time, the AAPSU leaders have acted as the real leaders of students’ community and raised relevant and genuine issue of schools and students problems. Over the years, the AAPSU leaders were acting like the leaders of people comparable to the MLAs and MPs by raising big political issues.

Barapani is not in some remote district
Dear Editor,
Through the column of your esteemed daily, I would like to question the indifference in attitude of the power department Naharlagun in resolving the problem of power cut which has paused the daily requirements of the people of Barapani, Naharlagun. It has been almost a week that the people here are living in darkness but the attitude of the concern department remains unjust and neglecting. Disruption in power supply also affects the water supply as we rely on motors for water supply. It seems that Barapani is not in Naharlagun but somewhere in the jungle of some remote district.
Therefore, here I would like to appeal the department concern to restore the power supply at the earliest for the convenience and better cooperation of the people.
